-->Hi,
aus der NYT (Auszüge, quotable):
In the California budget process, he has met something close to an immovable object.
Two weeks after the constitutional deadline of June 30 for enactment of a state budget and two months after Mr. Schwarzenegger promised to deliver the first on-time budget in years, he and lawmakers are at stalemate over state spending.
The budget, which will surpass $100 billion in the fiscal year that began July 1, is a minefield of constitutional mandates, court orders, public employee union contracts and pension obligations, all of which drive state spending ever higher.
Proposition 13, passed by the voters in a tax revolt in 1978, severely limits property tax increases, so the state is heavily dependent on income tax receipts, which are notoriously subject to the whims of the economy.
[Tja, das zum Thema Kapital- oder Substanzbesteuerung]
"It wouldn't matter if Davis were still governor [den Arnie abgeschossen hatte] or if Larry Flynt the porn king had been elected," Mr. Isenberg said.
"The system is set up by court rulings, acts of the Legislature and voter initiatives to require that spending continue and that taxes can't be raised. It doesn't take a genius to figure out there are problems in this formula."
Because so much of state spending is locked in by law, the slice of the pie that is subject to annual wrangling is relatively small. This year's budget is hung up over $1.3 billion, of total spending amounting to $103 billion.
[Das bekannte Problem der"gesetzlich feststehenden Ausgaben"]
Even if the governor's plan passed without major changes, the state would enter the next fiscal year facing a deficit.
Man kann Wundermänner holen - schon die Franzosen nahmen den Top-Banker Necker - es nutzt ganz einfach nichts.
Sorry Arnie, aber selbst mit einem 100er Ärmel würdest Du's nicht stemmen.
Gruß!
