And Mr Greenspan has recently endorsed an even"better" trick.
Current U.S. law treats obligations such as social security payments and veteran pensions as"debts", meaning that they are counted as Treasury debts subject to limit.

There is a proposal to redefine these obligations as"intergovernmental accounts". This, if done, would change them into"accrued liabilities" and REMOVE them from Treasury debt subject to limit."
