Financial Times: Warum wurde dieser mögliche Angriffsplan jetzt publik gemacht?
„Talks between Iraq and the United Nations on the return of UN weapons inspectors collapsed on Friday, jeopardising hopes of averting a US military campaign to overthrow the regime of Saddam Hussein.
Naji Sabri, Iraq's foreign minister told Kofi Annan, UN secretary-general, that Iraq was not ready to allow weapons inspectors back into the country, officials involved in the meetings said.
After two days of tense talks with Iraqi officials in Vienna, Mr Annan said the progress was"not enough, I would have preferred more". He added:"I cannot force a decision."
Most tellingly, Mr Annan and Mr Sabri did not appear together after the talks and no date nor place was set for a further high-level meeting.
However, Mr Annan said technical discussions would continue.
Iraqi officials have sought assurances that the US would call off its planned military campaign against Iraq if Baghdad co-operated with the UN on weapons inspections.
Participants in the talks said an article outlining a detailed US military planning document for an attack on Iraq, published on Friday in the New York Times,"did not help the discussions". Many questioned the timing of the leak.
Asked whether the story had an impact on the talks, Mr Annan said:"I would not be surprised." He added:"I am not here to stop an attack, I am here to get the inspectors in."
The military planning report outlined a major land, air and sea-based invasion that could be launched from the northern, western and southern borders of Iraq.
Tens of thousands of marines and soldiers, and hundreds of aircraft would be deployed, while special operation units and the US Central Intelligence Agency would target Iraqi laboratories thought to be used for developing weapons of mass destruction, the article said.
Mr Sabri dismissed the report as"rubbish" thought up by"old colonialists and evil people".
Iraqi officials have openly questioned why they should allow UN weapons inspections teams, which would probably include American members, back into the country while the US appeared determined to proceed with an invasion.
Complicating the discussions are allegations that the UN teams allowed the US to spy on Iraq's president, during the years they operated in Iraq.
The US has shown little interest in the UN's diplomatic efforts. But most other members of the Security Council, including European allies of the US, who do not support its plans to overthrow Mr Hussein, strongly back the diplomatic track.
Analysts said Iraq would try to drag out the diplomatic process, and would be likely only to agree to allow inspectors back when it felt a US military attack was imminent. US officials have indicated that the US would not be ready to launch a military campaign until early next year.
Baghdad has blocked inspectors from Iraq since they were evacuated on the eve of a US-led bombing campaign in 1998.“
