klingt ziemlich unglaubwürdig"carrying out a computer system download to U.S. banks", als ob U.S banken alle untereinander kompatible softwaresysteme hätten und von einer zentralen stelle mit software versorgt werden.

ein schuldenerlass ist zugleich eine guthaben-streichung - darum ist dieses mittel politisch sicher auch etwas heikel...
