Na klar, damit der bearer an die Staatkasse treten und seine Steuern entrichten darf.

In was nicht convertibel? Jeder kommte doch Gold in Schmuckform (gewogen usw.) akzeptieren. Warum hat sich kein Privatgeld"Gold" durchgesetzt. Gold war schließlich nicht verboten, sondern nur gold coins. Die waren eben nicht in Form von Steuerzahlungen konvertibel.
Ergo:
