Argentina Tax Revenue Rose 16% in August From Duties (Update1)
By David Plumb
Buenos Aires, Sept. 2 (Bloomberg) -- Argentina's tax revenue rose for a fourth month in August due to inflation and new duties on exports, the government's tax agency said.
The national government collected 4.73 billion pesos ($1.32 billion) in August, a 16.4 percent rise from the same month last year. New duties of between 5 percent and 20 percent on most exports, imposed after Argentina devalued the peso in January, collected 684 million pesos. Value-added tax revenue rose 0.6 percent due to a jump in consumer prices.
``The tax benefits from devaluation have been limited by increased evasion and a freeze on some prices, such as utility rates,'' said Eduardo Rodriguez, an economist with Buenos Aires- based consultancy Fundacion Capital. ``The economy is still producing less.''
Argentina is counting on increased collection as it prepares to raise state salaries and pensions to comply with a Supreme Court ruling. The country is still on track to run a budget deficit this year, even after suspending payments on $95 billion of bonds, Rodriguez said.
``The incentives not to pay your taxes are much higher in an economy without credit,'' Rodriguez said.
The government gave 376 million pesos of value-added tax rebates during the month, nearly wiping out a 24 percent gain in net value-added tax revenue. The government is collecting more sales tax after prices rose 35 percent since the currency devaluation. Total tax revenue in August fell 5.1 percent compared with July.
The high court ruled last month a 13 percent reduction in state workers' salaries and retirees' pensions was unconstitutional. President Eduardo Duhalde said the country isn't collecting enough taxes yet to pay for the cut, which was made a year ago. The government may pay workers and pensioners in bonds, Cabinet Chief Alfredo Atanasof said.
``There's a political decision by the government to pay it,'' Atanasof said. ``But there's the material problem that the funds don't exist at this time.''

Kommentar: Die Renten- und Lohnkürzungen waren also nicht verfassungsgemäss, dafür gibt es jetzt Preissteigerungen und wertlose Bonds frei Haus. Da kann man doch nur zynisch werden.
