Da möchte ich noch mal auf einige Sätze von Vern Lyon hinweisen,
die den Zwang zur"freiwillig"en Verschuldung offenbar machen,
dem von mir verehrten alten Professor aus den Staaten, der sein
Wissen immer freizügig ins Internet gestellt hatte sobald dies
ging und schon immer unserer Meinung war (wer wollte sich
zutrauen so etwas heikles zu übersetzen?):

One-way bets are situations where an individual places a bet that has
the two mutually exclusive outcomes, win or do not lose. In the real
world rational individual will take the other side of a one-way bet.
Hence, to the extent there is such a thing, it is because government
plays the role of the"sucker."

For example, when a government pegs it
currency at a particular level, it is in effect, providing a free put
with strike price equal to the peg price to all those who take a short
position.
