Iraq is preparing to attend a meeting of the Opec for the first time since occupation by US forces, the Iraqi oil ministry in Baghdad said yesterday.
Opec founder member Iraq's attendance at Opec would bring further international credibility to Baghdad's US-backed Governing Council, particularly in the Arab world.
It would also alleviate concerns in Opec that an eventual sovereign Iraqi government, under US influence, might exit the cartel and its system of output restraints, raising production from the world's second-largest reserves and undermining oil prices in years to come.
New Iraqi Oil Minister Ibrahim Bahr Al Uloum, appointed by the Governing Council, is planning to head an Iraqi delegation to the September 24 conference in Vienna, the ministry said in a statement.
"The removal of the Baath regime and its detrimental oil policies towards the oil industry in Iraq and elsewhere has opened the way for new constructive and more positive policies towards Opec and the international community," it said.
"As a major producer and exporter of oil with huge potential for expansion, Iraq will certainly play an increasingly dominant role in international oil affairs contributing as it is sincerely envisaged in the stabilisation of the present and future developments of the oil market".
The statement came after Opec President Abdullah Al Attiyah told Uloum by telephone on Monday that most of the group's other ministers would welcome Iraq at the meeting.

heute dann die Meldung, dass Venezuela die irakische Vertretung nicht akzeptieren wird:
Venezuela wird Irak-Delegation bei OPEC-Treffen nicht anerkennen
Caracas (vwd) - Der Staatspräsident Venezuelas, Hugo Chavez, wird eine irakische Delegation bei dem kommenden Ministertreffen der Organisation Erdöl exportierender Länder (OPEC) am 24. September in Wien nicht anerkennen. Chavez sagte am Mittwoch (Ortszeit) zu ausländischen Journalisten, Venezuela werde eine"Regierung" unter ausländischer Besatzung nicht anerkennen. Ã-lminister Rafael Ramirez fügte an, es gebe keine irakische Regierung, die eine Delegation nach Wien schicken könne.
Allerdings räumte er ein, es könne informelle Gespräche mit einem irakischen Beobachter bei dem Treffen geben. Bei dem OPEC-Ministertreffen im September werden erstmals seit der Entmachtung Saddam Husseins Vertreter des Irak teilnehmen.
