Excerpts from Malaysian Prime Minister Mahathir
Mohamad's speech at the summit of the world's
largest Muslim group, the 57-nation Organization of
the Islamic Conference:

"We need guns and rockets, bombs and warplanes,
tanks and warships for our defense. But because we
are discouraged from learning of science and
mathematics as giving us no merit for the afterlife,
today we have no capacity to produce our own
weapons for our defense. We have to buy our
weapons from our detractors and enemies."

"Today we, the whole Muslim ummah (community) is
treated with contempt and dishonor. Our religion is
denigrated. Our holy places desecrated. Our countries
are occupied. Our people starved and killed."

"Our only reaction is to become more and more angry.
Angry people cannot think properly. And so we find
some of our people acting irrationally. They launch
their own attacks, killing just about everybody including
fellow Muslims to vent their anger and frustration."

"There is a feeling of hopelessness among the Muslim
countries and their people. They feel they can do
nothing right. They believe that things can only get
worse."

"But is it true that we should do and can do nothing for
ourselves? Is it true that 1.3 billion people can exert no
power to save themselves from the humiliation and

Putrajaya/Malaysia (AP) Mit einem Appell an die Muslime in aller Welt zur Einigkeit hat der malaysische Ministerpräsident Mahathir Mohamad am Donnerstag das Gipfeltreffen der Organisation der Islamischen Konferenz (OIC) in Putrajaya eröffnet. Als eines der Hauptthemen stand die Zukunft Iraks auf der Tagesordnung. UN-Generalsekretär Kofi Annan rief die Delegierten dazu auf, Selbstmordanschläge prinzipiell abzulehnen. Der russische Präsident Wladimir Putin erklärte, der Islam dürfe nicht als Quelle des Terrorismus gesehen werden.
Schon bei der Außenministertagung vor dem Gipfel hatte das Thema Irak für Kontroversen gesorgt. Malaysia als Gastgeber weigerte sich, einen Vertreter des von den USA eingesetzten irakischen Regierungsrats nach Putrajaya einzuladen. Die Arabische Liga hat dieses Gremium jedoch als derzeit rechtmäßige Vertretung Iraks anerkannt, und einige seiner Mitglieder waren beim OIC-Gipfel auch anwesend. Sie wandten sich gegen einen Antrag, wonach den Vereinten Nationen in der Übergangsverwaltung Iraks die zentrale Rolle zufallen sollte.
Annan ließ seinen Sondergesandten Lakhdar Brahimi eine Botschaft verlesen, in der er dazu aufrief, Irak so schnell wie möglich in einen demokratischen Staat zu verwandeln, in dem Frieden herrsche. Der UN-Generalsekretär wollte ursprünglich selbst nach Putrajaya kommen, war aber wegen der anstehenden Abstimmung über eine neue Irak-Resolution im Weltsicherheitsrat verhindert. Er verurteilte in seiner Erklärung die Selbstmordanschläge im Nahen Osten, geißelte aber auch die israelische Besatzungspolitik als völlig unangemessen.

Gastgeber Mahathir erklärte, 1,3 Milliarden Muslime in aller Welt seien unschlagbar, solange sie untereinander einig seien. Sie würden sich auch von"ein paar Millionen Juden" nicht unterkriegen lassen, sagte er mit Blick auf den Nahost-Konflikt. Der alle drei Jahre stattfindende OIC-Gipfel ist der erste seit den Terroranschlägen in New York und Washington am 11. September 2001.
Putin erklärte als Gastredner, Terrorismus könne nicht automatisch mit irgendeiner Religion identifiziert werden. Er betonte, dass Muslime einen wichtigen Bestandteil des russischen Volkes ausmachten. Zugleich versprach er, sich um eine friedliche Lösung in Tschetschenien bemühen zu wollen. Es war das erste Mal, dass ein russischer Staatschef zur OIC eingeladen wurde, was Beobachter als diplomatischen Triumph Putins werteten.
