I don't know where you have this information from.
I can only repeat that according to my newspaper the short positions on the NYSE is currently 3.83 (5 year high is 7.2 and 5 year low is 3.46). So it's close to the 5 year low.
BTW: The short position on sep 6 was >4.8, since that time the short positions get reduced. If you want to take this an indicator then it would says the market goes UP.
