-->The New York Stock Exchange ignored or failed to police blatant violations by specialists firms, according to a confidential report by the Securities and Exchange Commission reported Monday by The Wall Street Journal. The SEC said about 2.2 billion shares were improperly traded over the past three years, costing investors $155 million, the report said.
