EU threatens US with trade sanctions

The European Commission on Thursday (15 January) asked the World Trade Organisation (WTO) to give the green light to hundreds of millions of dollars worth sanctions on US goods, in a new trade row over US anti-dumping rules.
The centre of the dispute is the three year old 'Byrd Amendment' - named after US Senator Robert C. Byrd which allows the US government to give compensation collected from anti-dumping and anti-subsidy duties to the US companies that file the complaint.
The World Trade Organization ruled a year ago, in January 2003, this practise was illegal and gave the US until 27 December last year to repeal it.
The European Union said $231 million was distributed in 2001 and about $330 million in 2002. In President Bush’s 2004 budget proposal for it was foreseen that $230 million would be paid to the US companies this year.
The EU case is supported by Brazil, Canada, Chile, India, Japan, Korea and Mexico. It will be dealt with at the WTO's settlement body in a special session on 26 January.
Anti-dumping levies are also used by the EU, when a producer sells a product for export at a cheaper price than when selling the prodcuct on the home market.
The anti-dumping levies are paid to the community as so-called own income, but not redistributed in support of European companies.
