CPI - Wie konnte es zu solch niedriger Inflation kommen?

-->Low interest rates are producing some unintended (and self-reinforcing) statistical consequences.
If rents and used car prices were responsible for the lions share of 2003 disinflation, then low interest rates could be causing exactly what they are intended to prevent, at least in the measured
inflation statistics.
The two rental indices in the CPI are residential rent (actual, real world rents) and owners equivalent rent (in theory, what homeowners would charge if they were to rent their homes). In
recent years, however, the Bureau of Labor Statistics has changed the way they collect the data for the owners equivalent rent series. Rather than collecting raw responses from homeowners a complicated and very expensive process - they collect actual rental data from rental units with
similar characteristics to owner-occupied units (this practice started in 1999). Of course, the housing boom in recent years  driven by low interest rates - has sent homeownership rates skyrocketing, but has commensurately raised rental vacancy rates (Chart 5). With the entire CPI
rental sample based on actual rental unit data (as opposed to quotes from homeowners), lower interest rates have had the indirect effect of depressing CPI rental inflation. This, then, contributes
to the Feds worry that inflation might fall too low, encouraging them to persist in a low interest rate posture.
