OPECs secretary general Purnomo Yusgiantoro told the Financial Times in Jakarta Wednesday, that OPEC members are producing"near maximum capacity", and could do no more to stabilise the market.

"The price is too high," Yusgiantoro said."We are already doing our best, our share, to stabilise the market... The stable oil price is not only on the shoulders of OPEC," he added.

OPEC's current crude output ceiling, which covers 10 members but not Iraq and which has been in effect since Nov 1, is 24.5-mil b/d. OPEC estimated that December 2003 production by the 10 members with quotas averaged 25.79-mil b/d, 1.29-mil b/d more than the ceiling....

OPEC acknowledged that US commercial crude inventories hit their lowest level since 1975 in the week to Jan 9 when they dropped to 264-mil bbl, 6-mil bbl below the perceived"lower minimum operating level."...
