Staat und Zwangsabgaben auf Einkommen oder Vermögen

Zwangsabgaben auf Einkommen und zunehmende Verschuldung führen in den Kollaps.
Nach dem Kollaps werden die Schulden gestrichen (auf die eine oder andere Weise) und das gesamte Realvermögen, soweit nicht zerstört, neu verteilt (auf die eine oder andere Weise).

Würden jedoch regelmäßig Zwangsabgaben auf das Vermögen erhoben, käme es weder zur Überschuldung noch zum Kollaps. Insofern verstehe ich nicht, warum jedes Staatswesen an sich zum Scheitern verurteilt sein soll.

Dabei fällt mir übrigens ein, dass der erste Weltkrieg in England und Frankreich vorwiegend durch Vermögenssteuern finanziert wurde während sich Deutschland durch Kriegsanleihen verschuldete. Und? Wer hat gewonnen? ;-)
