dazu sagt @dottore:

Die Abgaben kommen zunächst aus der Behebung der vorhandenen privaten (auch kommunalen?) Vorräte und werden dann forgesetzt. Dabei muss dann nicht nur der Vorrat ergänzt werden muss, sondern eben auch permanent surplus erwirtschaftet werden muss. Der surplus geht sofort als SOLL (Schuld) in die Rechnung ein.

M.a.W. jeder vermeintlich freie Überschuss wird sofort wieder als Abgabe abgeschöpft.
