The Pentagon has arranged to buy ammunition from Israel because American ammunition manufacturers have been unable to restore dwindling supplies fast enough. Military officials estimate that American troops in Iraq and Afghanistan fire an average of 250,000 bullets per kill, according to The Independent.
Annual ammunition usage has more than doubled over the last five years and the government estimates that American forces use 1.8 billion bullets annually. Experts point out that since bombs and artillery have killed a number of insurgents, the 250,000 is actually a low estimate. Despite the enormous amount of firepower and resources spent, U.S. officials argue that operations within Iraq and Afghanistan have been a great success. The Pentagon estimates that at least 20,000 insurgents have been killed since 9/11.
The government owns three small caliber munitions plants that are operated by contractors. Despite technology upgrades, they have been unable to keep pace with the exploding demand for bullets. The Pentagon said that it spent $10 over its own cost to manufacturer munitions in order to purchase 313 million rounds of ammunition. During the 20th century, an often-voiced fear of government and industry was that if manufacturing went overseas, then the big tanks, planes and ships that were once made in America would end up being made elsewhere as well - not merely a business loss but also a security risk since what a nation does not produce on its own soil cannot be available as necessary precisely when military demands would utilize it. Bullets were not part of the discussion at the time, but perhaps it was never considered possible that the United States would run out of ammunition.
