The US plan, is a combination of
1. an updated"Navarre) Plan" (from French Indochina): each US permanent base being an autonomous Dien Bien Phu. The US occupation strategy in Iraq leans to a military and technological advantage of the US Armed Forces: The Resistance does not have enough fire power, troops nor supply structure to overrun a major US base, these being backed by giant US air bases in Qatar and Kuwait.
2. the"counterinsurgency (read:"civil) war", puppetting the Sunnis (the"Insurgents") and Shias against each other (and so relieving the US troops under pressure.
The US Army has taken the Iraq war through a heavy and serious"Vietnamization". There are already signs that this will not work any better than in Viet Nam: rather than as suggested by Bush at the time:"When they Iraqis stand up, we will stand down", the present procedure is more on the opposite:"When we stand down, the Iraqis (read:"Shias") will stand up."
In such a situation it will be evident to the Shias that the US did not come to fight for them, but to make the Shias protect the US.
No doubt such a realization will give birth to a real Iraqi Shia resistance against the US occupation strong enough to cause serious concern to the US Armed Forces in Iraq.
Behind the US"Vietnamization" plan: flaws in method
The US Dien Bien Phu strategy is flawed, however. Iraq is contaminated with piles of depleted uranium (DU) oxide an tiny pieces from US-brought DU munitions, which - once shot and hit the target - turn into DU Oxide dust. It has a distinctive, recognizable colour, smell and taste (it's kind of black powder), consisting of pure uranium (U-238), with tiny portions of other deadly ingredients (such as U-234, U-236,...). As this weapon cannot be"disarmed", it kills forever (with a half-life of 4,5 billion years).
Technically, it is the US"strategic holocauster" of Iraq war (i.e. the"Agent Orange" update), no doubt the Weapon of Mass Destruction of the war in Iraq. Practically every US weapon from pistols to tomahawks and"bunker busters" in Iraq is loaded with DU - and so is Iraq.
Due to this, the Iraqi Resistance, like any resistance targeted with DU possesses an unlimited supply of DU Oxide"donated" them by the occupier using DU. In such circumstances any resistance is able gather and recycle DU dust and, say, fill mortar cartridges or"salt" IEDs with it.
By stockpiling mortar rounds enough, a DU Oxide saturation bombardment of an occupier base can be performed at will. With these"permanent" bases can be turned into a"no-go zones", if it goes to that. Facing such an attack the occupier, unable to response otherwise, is forced to withdraw.
Occupation Using DU Is Self-Refuting
It is premature to speculate e.g. whether the Iraqi Resistance already possesses home-made DU Oxide munitions or whether acquiring these has be discussed (and accepted or rejected) in the Resistance HQ as means of neutralization of the US bases.
More relevant than that is the principle: soon after new means of massacring with military technology are adopted, this provides substantially the same armament to those the aggressor planned to annihilate (in comparison, the Viet Cong was often armed with US weapons and ammo in Viet Nam).
In this case, if the technical difficulties (such as assembling"recycled DU ammo") can be - or already are - solved, the old colonial military base strategy (e.g. as Britain ran Egypt and the Suez Canal) becomes out-dated:
when the occupier has been forced to withdraw back to its bases, it can be checkmated to choose between a destruction or exit.
Starting a nuclear DU war will end up in confronting DU-armed"nuclear guerrillas", creating a far more dangerous situation ever anticipated the US generals (such as Abizaid): if producing DU ammunitions is given up (as unpractical or unacceptable), the resistances involved will capture - or bribe their way to purchase - large quantities of occupier's DU munitions. After that resistance bullet, mortar rounds and IEDs are DU, and occupier's casualties skyrocket. With that the"good old days" of the occupation are over and done with.
