"The unspoken assumption of global market bulls is that Asia and Europe will pick up the baton from a flagging US this winter, allowing the 'goldilocks' economy to skip ahead into 2007 without breaking its stride. They might wish to take a look at Germany's ZEW confidence index, which fell yesterday to a minus 27.4. This is the lowest reading in 13 years, worse than the nadir of the dotcom boom or the Russian default. The index has its critics, but it is now blindingly obvious that this year's brisk growth in Germany has been drawn forward from early 2007, when a 3pc rise in VAT kicks in. The EU has quietly downgraded its euro-zone forecast for next year, warning that growth could slump to zero."
