This may be a cynical observation, but the people who run this nation (either party) are nothing if not cynical Remember Ike's warning about the"military-industrial complex"? Would Washington start a war just to"get things going"? Frankly, I wouldn't bet against it. Heck, we started a war with Iraq, and Iraq wasn't even a danger. Of course, Iraq included something different behind it -- I think they call it oil.
