Bulgarien erlaesst teilweise Irak die Schulden...wer zahlt's?

-->Heute in der IHT:"The payment, to be made in 2008, follows an agreement that revised Iraq's total debt to Bulgaria from US$1.86 billion (€1.27 billion) to US$3.5 billion (€2.4 billion), taking into account inflation and interest accrued.

Bulgaria agreed to Baghdad's request that it be allowed to clear the debt with a one-time cash payment at a ratio of 10.25 cents on the dollar."

Also werden von Bulgarien Forderungen in Hoehe von 3,14 Mrd USD abgeschrieben. Und wer zahlt's zum Schluss?
