Sec. 2. Purposes and Functions.
(a) Recognizing the goals of enhancing the integrity, efficiency, orderliness, and competitiveness of our Nation's financial markets and maintaining investor confidence, the Working Group shall identify and consider:

"Integrität","Effizienz" und"Ordnung" kommt darauf an was man darunter versteht - böswillige Menschen nennen das Manipulation.

"Competitveness of our nations financial markets" - Wie soll denn die Wettbewerbsfähigkeit des Marktes aufrechterhalten werden? Das Wesen des Marktes ist doch gerade der Wettbewerb und Wettbewerbsfähigkeit der Unternehmen wird doch gerade durch den Markt fest- und damit sichergestellt gestellt.

"Maintaining investor confidence" - Vertrauen wird erreicht indem man manipuliert, sprich lügt und betrügt?? CONFIDENCE - fiat money läßt grüßen.

(a)(1) the major issues raised by the numerous studies on the events in the financial markets surrounding October 19, 1987, and any of those recommendations that have the potential to achieve the goals noted above; and >(a)(2) the actions, including governmental actions under existing laws and regulations (such as policy coordination and contingency planning), that are appropriate to carry out these recommendations.

"recommandations... achieve the goals" &"carry out the acitions" will heißen: Statistiken fäschen, Goldpreis drücken, Schulden auftürmen bis zum geht nicht
mehr,...

"policy coordination and contingency planning" <=> wer verkauft wann wieviel seiner Goldreserven, wer interveniert mit wem am Devisenmarkt, wieviel Geld braucht es zur Stützung der Aktienmärkte und wer stellt es bereit, Wer erzählt den Leuten in welcher Sendug wie super doch alles ist,...

"under existing law" auch dieses Gesetz gehört zum existing law, womit die Manipuliererei legalisiert wird.

(b) The Working Group shall consult, as appropriate, with representatives of the various exchanges, clearinghouses, self-regulatory bodies, and with major market participants to determine private sector solutions wherever possible.

"consult... with...exchanges, clearinghouses,..." - zu gut deutsch, alles und jeder hat mitzuarbeiten.

"SELF-regulating bodies" - nach den"Konsultationen" kann von selbstregulierend nicht mehr die Rede sein.

"private sector solutions WHEREVER possible" - Toll, nur schade, daß sie nirgends möglich sind. Läßt man den Märkten freie Hand dann krachts, aber nicht zu knapp.

(c) The Working Group shall report to the President initially within 60 days (and periodically thereafter) on its progress and, if appropriate, its views on any recommended legislative changes.

"report...within 60 days" - eine Menge Zeit, um vollendete Tatsachen zu schaffen. Und außer dem Präsidenten erfährt keiner was. Gut, daß G. W. Bush ein wahrer Wirtschaftskenner und Intelligenzbolzen ist - das läßt doch hoffen.
