Japan hits 15-year low
Bank of Japan's interest rate cut does little to inspire investor confidence

TOKYO (Reuters) - Tokyo stocks opened lower on Thursday with investors dumping chip shares such as Advantest Corp. despite the Bank of Japan's cut in interest rates on Wednesday.
The benchmark Nikkei 225 average fell to 12,699.58 in early trade, a new 15-year low.
The central bank's Policy Board surprised financial markets late on Wednesday by lowering its key overnight money-market call rate target to 0.15 percent from 0.25 percent.
It also reduced the more symbolic discount rate by the same margin, to 0.25 percent from 0.35 percent.
"We should see some firming in rate-sensitive issues today, but the BOJ's move is not enough to push the market broadly higher, not given the weakness overseas," said Haruki Takahashi, manager of equity dealing at Tsubasa Securities.
The broader TOPIX index fell 1.03 percent or 12.83 points to 1,228.65.
