There can be no neat"rotation" from speculative tech stocks to blue-chip industrials (or to bonds). When the Nasdaq comes down, wealth will be destroyed. It ceases to exist - and so can't simply be transferred to the Dow.
Nor is it realistic to hope that blue-chip share prices will hold steady - or even rise a little - while tech stocks crash. Panic is far too contagious to make that likely. When the bubble bursts, the whole sharemarket will suddenly be on the nose and all share prices are likely to fall, even if some fall a lot further than others.
