Ein ökononiche Theorie muss mit Angebots- und Nachfragekurven starten (mikroökonomisch). Oder mit der Y = S + I usw. Gleichung. Oder mit einer Produktionsfunktion.
Wenn ich nachfrage, sinkt die Menge meines Nachgefragten mit dem Steigen des Preises. Dieses gibt es bei der Macht nicht. Sie fragt absolut preisunelastisch (und kostenunelastisch) nach. S und I sind sich über den Markt ergebende Größen (Konsumfunktion, Investitionsfunktion). Wenn der Staat etwas haben will, gibt es nur ein f(Macht). Der Staat verzichtet - siehe gerade aktuell - doch nicht auf Ausgaben, wenn Einzahlungen ausbleiben (wie der Private).
Er leistet Auszahlungen, ohne dass diese eine Funktion der Einzahlungen wären.
Er nimmt keinerlei Rücksicht auf sein Vermögen usw.
Darum geht es. Eine solche ökonomische (!) Theorie des Machtverhaltens (als Nachfrage oder Konsum- oder Investitionsverhaltens) gibt es m. W. bisher nicht.
